The Center for Data-driven Insights & Innovation at University of California Health

The Center for Data-driven Insights and Innovation at UC Health (CDI2) oversees the University of California Health Data Warehouse (UCHDW), a unique data asset created by electronic health records (EHR) from our six health centers as well as claims data from UC's self-funded health plans and external sources of data such as Vizient and California's Office of Statewide Health Planning and Development (OSHPD). The UCHDW currently holds data on over eight million patients seen across our UC Health facilities since 2012. University of California Health uses UCHDW data in a safe and responsible way to enhance operational improvements, promote quality patient care, and enable the next generation of clinical research.

POSITION SUMMARY

Come join us in leveraging the power of University of California Health data to improve health research and accelerate improvements in health. This leadership role will serve as a key strategist with the Chief Data Scientist and the Executive Director/Chief Health Data Officer of CDI2 in developing, implementing, and managing data governance efforts across the system to promote safe and responsible use of UC health data. This role will function with a high degree of autonomy in developing processes, leading high-level task forces, developing appropriate messaging around data, and assessing critical, high-risk activities. This role will regularly work on highly complex issues or problems which require analysis of unique issues/problems without precedent.

Responsibilities

40%

In collaboration and communication with the Chief Data Scientist and Chief Health Data Officer, develop and operationalize systemwide data governance plans and policies to promote safe and responsible use of UC Health data and a culture of accountability, ethics, and privacy compliance around data use. Represent Chief Data Scientist and Chief Health Data Officer on internal and external high-level task forces on data governance and artificial intelligence. Convene and lead systemwide data governance groups. Design and draft materials including key lessons, and best practices around responsible data use, sharing, and community engagement in data use, and disseminate to stakeholders within and outside UC Health.

Provide expertise to senior management on privacy, security, and data governance issues affecting CDI2. Conduct assessments of high-risk activities, handle highly complex and critical projects, and develop processes and messaging regarding data use.

In collaboration and communication with the Chief Data Scientist and the Executive Director of CDI2 develop strategic data governance plan, identify metrics for tracking success, assess program's effectiveness, and recommend appropriate adjustments to program's content and strategic goals over time.

10%

Keep abreast of current issues in the health privacy, security, and governance space and the health care marketplace. Provide expert input into policy issues, including written analysis of legislative proposals, that involve health privacy and security.

Required Qualifications

• A minimum of seven (7) years of relevant experience.
• Advanced written, verbal, and analytic skills, and demonstrated ability to influence and facilitate sustained change. Ability to convey information clearly and concisely to all levels of staff and management about programs, services, best practices, strategies, and organizational mission and values.
• Advanced leadership skills, and the ability to actively listen, advise, and exhibit the judgment necessary for effective problem solving, conflict resolution, adherence to organizational values, and consistent achievement of objectives.
• Highly skilled in leading engagements from inception to conclusion. In-depth ability to develop and pursue goals, synthesize data to identify system vulnerabilities, and apply creative solutions.
• Knowledge of current federal and state health privacy and security regulations, including HIPAA, the Common Rule, Confidentiality of Medical Information Act (CMIA), Information Practices Act (IPA), CCPA, and GDPR.
• Ability to make correct decisions in stressful situations and think critically to analyze and solve problems.
• Proven ability to focus on priorities, strategies, and vision.
• Demonstrated success in building effective cross-functional teams and experience building meaningful, productive collaborations in the academic health setting.
• Ability to travel on a limited basis may be required.

Preferred Qualifications

• Knowledge of the organizational environment of and academic and non-academic health centers to understand client priorities, issues, motivations, and constraints.
• Relevant certification (e.g., Healthcare Privacy Compliance (CHPC), Healthcare Privacy and Security (CHPS), Certified Information Privacy Professional (CIPP))

Education

• Bachelor's degree in related area and / or equivalent experience / training required.
• JD or other relevant advanced degree preferred.

License/Certifications

• Relevant certification (e.g., Healthcare Privacy Compliance (CHPC), Healthcare Privacy and Security (CHPS), Certified Information Privacy Professional (CIPP))

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

Pay scale/budgeted salary range for this position is $185,000 - $220,000. Salary offers are determined based on final candidate qualifications and experience.

Full Salary Range: $140,400 - $279,400
