JOB PURPOSE:

The Hoover Institution's Technology Policy Accelerator (TPA) brings together Stanford scientists and engineers on the front lines of discovery with Hoover social scientists and policy experts at the forefront of domestic policy and international relations. The program's mission is to conduct research and develop insights that help government and business leaders better understand emerging technology and its geopolitical implications so they can seize opportunities, mitigate risks, and advance American interests and values.

The Accelerator is scaling the work of the Stanford Emerging Technology Review (SETR), a collaboration between Hoover, the Stanford School of Engineering, and Stanford's Institute for Human-Centered Artificial Intelligence. This ambitious educational initiative now involves nearly 100 Stanford scholars across 40 departments and research institutes, and produces a flagship annual report that highlights important recent developments and over-the-horizon ones to watch out for in ten key frontier technologies, from AI to Neuroscience and from Cryptography to Semiconductors, as well as highlighting relevant policy implications. In addition to SETR, the Accelerator also encompasses multiple other initiatives run by scholars who conduct deep policy research in specific fields, including Biotechnology, Defense Tech Innovation, Robotics, and Space. As part of its work, the Accelerator regularly convenes scholars, business executives, and government leaders.

A skilled Senior Research Program Manager has the exciting opportunity to help build out a program with singular impact in its field. Working under the general direction of senior faculty and the Executive Director of the TPA, they will have the drive and organizational skills required to help develop, implement, and administer the vision, strategy, and goals of the Accelerator. Since the program is in ramp-up stage, candidates should enjoy a dynamic, entrepreneurial, and results-oriented environment in which they will be responsible for enabling and guiding research teams; developing strategies to promote TPA/SETR and specific research outputs in collaboration with Hoover's marketing, communications, and government relations teams; overseeing production of SETR's flagship report; planning and executing events in collaboration with Hoover's events team; and building and tracking budgets. The position favors applicants who are accountable, proactive, and team-oriented with a strong background in program management within academia, industry, or government.

CORE DUTIES*:

• Lead and oversee development, implementation, administration, and evaluation of programs. Oversee analysis, reporting, and program improvements. Oversee the development of, adherence to, and implementation of program policies and procedures.
• Represent the entity or program to the broader university, external community, and other stakeholders. Provide expert consultation related to program development, funding opportunities, or other specialty area.
• Write and/or edit content for proposals, research grants, peer-reviewed publications, and other program activities.
• Develop content and convening activities that highlight the goals and achievements of the program, building engagement with internal and external stakeholders, collaborators, and policymakers.
• Develop outreach strategy related to program communications, development, partnerships, and fundraising/funding. Identify external funding opportunities and write proposals and research grants. Develop and oversee strategic financial planning and sustainability for the program/entity, as needed; monitor performance and ensure appropriate controls.
• Coach and mentor program staff.
