This position is responsible for strategy and operations of the Norton Healthcare Pharmacy Enterprise for vendor contracting, inventory management processes, 340B compliance and optimization, and compliance with other applicable regulatory organizations and requirements. The incumbent is responsible for ensuring each facility/location optimizes the procurement of pharmaceuticals and other pharmacy-related supplies, while ensuring that 340B and GPO pricing opportunities are maximized through efficient purchasing and inventory control. This position will interact as Norton Healthcare’s primary point of contact with pharmaceutical manufacturers, distributors and other vendors for contracting opportunities and to ensure adequate drug availability to mitigate drug shortages. The incumbent develops and manages analytics tools for efficient procurement, inventory control and to ensure compliance and optimization of the 340B program. The incumbent has oversight of the policy and procedure development, education to internal and external stakeholders, rules/ guidance surveillance, registration/ recertification, self and external audits, contract management, and reporting and program enhancement/ optimization projects for all matters regarding the 340B Program.
This position works closely with the VP of Pharmacy, and provides strategy and direction for budgeting, purchasing, inventory, 340B management and other regulatory issues to pharmacy facility leadership, NCI and NMG leadership. The incumbent interacts with other Norton Healthcare teams, including Finance, Supply Chain, and other applicable stakeholders to provide strategy and alignment with overall goals. This position leads a team consisting of a purchasing/regulatory manager and purchasing/regulatory analysts.
Key Accountabilities:
Ensures that all 340B-related purchasing and processes are optimized for both savings as well as compliance. Serves as the primary point of contact for external 340B-related services and partners, including TPAs, contract pharmacy arrangements, Apexus, HRSA and others. Provides strategy and direction to internal stakeholders, including 340B policy, interpretation, and processes. Maintains, administers and evaluates annual competencies for all applicable staff.
Serves as primary point of contact for pharmaceutical, supply and equipment vendors. Negotiates contracts to maximize value to Norton Healthcare. Provides recommendations to the VP of Pharmacy for strategy, initiation and continuation of applicable contracts.
Provides strategy and direction to all areas of Norton Healthcare for pharmaceutical purchasing. Coordinates strategy and purchasing to mitigate drug shortages and optimization of GPO and 340B purchasing
Provides direction and strategy for optimal medication inventory levels. Creates and maintains analysis of inventory across the system using applicable databases and AI software and provides direction to facility leadership and pharmacy buyers to establish efficient PAR levels, replenishment numbers, while cycling non-moving inventory to decrease waste
Interacts with internal stakeholders across Norton Healthcare to ensure continuity, efficiency and compliance for pharmaceutical contracting, purchasing, inventory, monitoring and regulatory compliance. Serves as the primary point of contact and content expert for pharmaceutical purchasing, inventory, 340B regulations, and other related topics
Required:
One year of experience as a pharmacist in health-system pharmacy
Bachelor Degree Graduate of an accredited pharmacy school
Pharmacist AND 340B ACE Certification
Desired:
Three years of experience in pharmacy leadership role in health-system pharmacy
