We are seeking an experienced attorney to fill an in-house Senior Legal Counsel (Consumer, Small Business and Treasury Digital Banking/Payment Systems) position in its Corporate Legal Department. This position requires subject matter expertise with digital banking (personal, business and treasury deposit customers), funds transfers, payments, and bank operations.
Specifically, Zions Bancorporation, N.A. is seeking candidates that have a strong background in the ESIGN Act, Regulation E, Regulation DD, Regulation CC, Regulation E, UCC Article 4A, UCC Articles 3 & 4, NACHA rules, FRB check processing rules, Zelle Participation Rules, Fedwire rules, FedNow rules and Real Time Network Rules and experience with providing advice to digital banking agile teams, bank operation teams and senior management.
This full-time salaried position will primarily support our digital banking platforms for consumer, small business and treasury deposit customers, and report directly to our Senior Managing Legal Counsel.
The position provides direct support for the following business lines and/or functions:
Digital Banking and Treasury Management Product Managers. Provide counsel on how to deliver digital banking and mobile banking products and services to consumer, small business, and commercial deposit customers. Provide counsel on cash management products, including, but not limited to, positive pay, invoicing, remote deposit capture, sweep products, lockbox and cash vault services. This will require providing advice on how to comply with the ESIGN Act, ADA, Regulation E, Regulation DD, Regulation CC, Uniform Commercial Code (with particular emphasis on Articles 3, 4 and 4A), NACHA rules, Fed Operating Circulars & Regulations and OCC regulations (in connection with licensing, branching and messenger service requirements).
Payment Systems. Provide counsel on how to maintain, upgrade or deploy new payment products and services. This will require providing advice on to how to comply with the NACHA rules, FRB check processing rules, Zelle Participation Rules, Fedwire rules, FedNow rules, Real Time Network Rules, and Visa, Interlink, and PULSE rules (debit cards).
Review and Draft Documents. Review and draft agreements, disclosures, forms, and other legal documents for use by consumer, small business, and treasury deposit customers in connection with their deposit/loan/card accounts, digital payments and online and mobile services. Review and advise on internal and third-party policies, procedures, specifications, forms, guides, and other documents in connection with products and services hosted and/or provided solely by the institution and/or third-party service providers.
Support Bank Operations. Review and analyze business entity formation and/or other organizational documents to respond to inquiries on authority related issues. Provide legal advice on rules, statutes and regulations that affect deposit/ loan/card accounts, payments, and treasury products. Provide counsel on operational matters as it relates to new account documentation, deposit/loan/card accounts, funds transfers, check/ACH/wire processing, dispute resolutions, death of a depositor, power of attorney/banking resolutions, request for taxpayer identification number and certification and fraud.
Location:
Fully remote position available with ability to travel occasionally as requested, including to Salt Lake City, Utah, and Southern California.
Qualifications:
Requires a Juris Doctorate (JD) from an accredited law school, State Bar License, and a minimum of 10 years of digital/deposit operations/payments systems counsel experience.
Considerable experience in e-commerce, payments systems and deposit operations, in either in-house or private practice.
Strong preference for experience in traditional and fintech financial services involving deposit accounts and money movement services.
Familiarity with legal issues pertaining to Blockchain and Generative AI is ideal but not required.
Preference for experience in product development employing the "Agile" process.
Active state bar license within the Bank's footprint (Utah, California, Texas, Nevada, Arizona, Colorado, Idaho, Washington, Oregon, and/or Wyoming) preferred but other states can be accommodated.
Able to conduct legal research on statutes, regulations and rules affecting consumer, small business and commercial deposit accounts, debit cards, ACH payments, wires, and checks.
Able to communicate counsel to business units in a clear, succinct, practical, and non-academic manner.
Able to simultaneously manage both long-term projects and daily immediate demands with frequent interruptions.
Able to collaborate closely with Senior Counsel and technology teams to identify legal requirements for onboarding customers, offering online and mobile services, and providing digital payments in connection or along with deposit, loan, card and cash management products and services.

*This position is eligible to earn a base salary in the range of $200,000 - $240,00 annually depending on job-related factors such as level of experience and location.
